European Court of Justice (ECJ) judgement has re-emphasised the importance of adherence to good practice when evaluating bids. The principles behind the judgement in the Greek case Lianakis vs Dimos Alexandroupolis [1] apply to the award of a contract under an OGCbuying.solutions framework agreement via the Further Competition process in the same way as they would to other procurements subject to the EU procurement rules.
