A Guide to Using Framework Agreements

What is a Framework Agreement? A framework agreement is a special type of arrangement between one or more contracting authorities (e.g. your college) and one or more suppliers. What differentiates a framework agreement from an ‘ordinary’ contract is that the contract to purchase the goods, services or works will be based upon the framework, but isn’t formed until an order is created. Thus, the commitment given by the college to a framework agreement is ‘we’re not sure what exactly we’ll need to purchase over the life of the framework, but whatever we need, we will purchase from the named supplier(s)”. Each use of the framework is often called a “call-off”.
